Could be any one of multiple possible reasons.

eg: You need a strong wi-fi signal.

You might need to check your are signed in to your iPhone with your Apple ID:

Check you are signed in to FaceTime on your new iPhone:

Also: check your contact details are available / correct on FaceTime:
