iCloud photo library sharing

This concerns iCloud photo library sharing, can android users share photos and videos to my cloud?

In android devices Apple ID can't be signed in so photo library cant be set up , however photos and videos can be shared via mail to another iPhone / Mac / iPad being used see the link https://support.google.com/photos/answer/6131416?hl=en&co=GENIE.Platform%3DiOS&oco=0

In Mac the photos can again be dragged and drop to the desktop screen , and upload in photo library Set up and use iCloud Photos - Apple Support

With iCloud Photos, all the photos and videos in your photo library are stored in iCloud, so you can access them from your Mac, PC, iOS devices, Apple TV and on iCloud.com.

Any new photos you add to Photos or take with an iOS device appear on all your devices that have iCloud Photos turned on. Your photos and albums are organised the same way on every device, and if you make edits or remove items, you see the changes on all your devices.
