Only you can remove a payment method.

However, if you remove the payment method without following the steps in the link in David M's comment to cancel the subscription, the next time a subscription payment is due, it will default and your account will be frozen. You won't be able to use it until you clear the issue of a defaulted payment directly with Apple.
