What do you mean it won't fit?

Both devices use the same size SIM card. It has to fit.

Make sure you are not trying to insert the SIM card tray from the iPhone 7 into the iPhone11.

You just need to remove the the small nano SIM card from the iPhone 7 tray and put it in the SIM card tray from the iPhone 11.
