my iPhone 11 won't update to iOS 16

How can I force my iPhone 11 to update to iOS 16?

It's currently iOS 15.7.1 and says it's up to date

Open Settings, go into VPN & Device Management, remove the beta profile, restart the unit, and run Software Update again. If there isn't one, check that it can properly communicate with Apple's servers.
