The problem is back with creating voice messages within text messaging. I use to get a microphone icon with the text space but no longer. And when I tap on the voice message icon all I get is “can not send audio messages at this time”. My microphone work well with my Dictionary app for looking up words filling in the word I pronounce. And it works fine with the voice memos app.

The Voice Message (Microphone) will only get activated for iMessage and not for SMS/MMS.
That means after you type in a Phone number or Apple ID in the "To:" field that has been registered for iMessage (Apple Devices) then the microphone icon will get activated for you to send Voice Messages
