iPhone stuck on Logo screen...

It is worse than it sounds. I have an iPhone 12 Pro Max with 512gb of space but when I cancelled my iCloud account so that I could take advantage of the Amazon Prime unlimited photos, iCloud started dumping pictures and videos on my phone. At a certain point, the phone started acting up because my hard drive was getting dangerously full. Now all of the sudden it is sticking on the Logo screen. I put it in Safe Mode and upgraded the OS but it is still not loading the logon screen. Have I lost all my data? I definitely will lose photos but actually, just as important, my app that has ALL of my passwords!! Can anyone help?!?
