Mac Mail Suddenly Stopped Applying Rules

Title basically says it all. Mac Mail was working fine, applying rules as expected, until the 28th. Now it's not applying rules.

The relevant rule is to move messages containing specific text to my junk mail. I didn't make any changes to the rule around the time it broke. Manually applying rules doesn't help either.

I've tried disabling and re-enabling the rule. I've upgraded to Ventura. I've rebooted plenty, including disabling the rule, rebooting, and re-enabling.

The rule was set to move the messages to all junk. At some point, I guess Mail wanted a specific mailbox. I changed it to specifically move them to my gmail junk, and it seems to be working now.
