In the US, only Apple sells fully unlocked iPhones. You should check with sellers in your country. Do NOT buy your phone in the US and Apple won't ship one to you from the US. iPhone is not international. There are regional differences and warranty is applicable to the country of purchase.

Another consideration if you are remotely thinking of coming to the US to purchase an iPhone 14 model. No iPhone 14 model sold in the US comes with a physical sim tray. All US sold iPhone 14 modes are e-sim only.
