I often cannot share, copy, or move an image from Photos to other places. I get an error code like this: "The operation couldn’t be completed. (PHResourceLocalAvailabilityRequestErrorDomain error 0.)" what does this mean? what can I do?

It's possible that the thumbnail has become disconnected from the original picture. Let's see:
A. What happens when you try to Edit one of these pictures in Photos? Do you get an error, or can you crop and enhance the picture?
B. In Photos>Preferences>iCloud, do you have iCloud Photos checked? If so, do you have "Optimize Mac Storage" checked?
C. In Photos>Preferences>General, do you have Copy Items to the Photos Library checked?

Furthermore, when I simply try to Export by moving it to the Desktop or another folder, I get "Export Results" that says "Export Complete with Errors. 0 (of 1) files have been exported. The export operation failed to create a file for the photo identified below:
