You can delete items in your iCloud Drive on your Mac, or using the Files app in an iOS device. You can also access your iCloud Drive at icloud.com or using Windows Explorer on a PC.
Remember that iCloud is a syncing service and that any edit or deletion from your iCloud Drive in one device will edit or delete in all your devices.
Apple has a detailed document on iCloud Drive management called Manage your iCloud storage - Apple Support. Refer to the paragraph about half-way down the page titled Delete folders or files in iCloud Drive
Note the additional comment in that paragraph about the extra feature in iOS not available on a Mac: "In iOS 11 or later, files that you delete from iCloud Drive remain in Recently Deleted for 30 days before they're removed from your device." This includes files deleted from a Mac.
