Afaik, it is the application, that will run and execute any Automator application with an embedded application stub.

As ist is installed in the Core Services, only the system could have installed it there. It is strange, that a part of the system is not signed by the Apple Developer team, perhaps it is intentional, there are several unsigned apps in the Core Services. The missing signature makes it impossible for us to run this app directly.
