Unable to change region for Apple ID

I can't change my region and I can't buy anything on the App Store, I can’t bind a new phone number, Russia will be automatically selected for me and I can’t change it,I don’t have these bank cards here, only Rabobank, it has other card standards that cannot be filled in the settings
