Since my Late-2016 MACBOOK PRO 15" /16GB is on macOS Monterey 12.6.1 and can not be updated to Ventura... because is a very old system...
If I update Xcode in this macOS Monterey - can develop apps for macOS Ventura or iPad OS 16.1 latest OSs

Sure. You won't be able to test any Ventura-specific features. But otherwise, it will work fine.
So, if update Xcode in this macOS Monterey system,
