Wallpaper on update 16.1.1

As mentioned, the blur can be turned off: This is not a bug. Its a feature that can be disabled.

When creating the Lock Screen , after clicking on "Done", select Customize Homescreen instead of Set as Wallpaper Pair.

In the Customize HomeScreen screen, tap on Photos from the bar at there bottom to select a photo, and then on Blur to turn off the Blurr.

After the 16.1.1 update my Lock Screen / Background picture is all black, no image displayed
