I deleted over 400 videos from iPhoto on my laptop, I also cleared them from recently deleted. I have my laptop and iphone synced to iCloud. Both iCloud online and my iPhone are still showing all the videos. What happened and how do I fix this?

"When you delete photos and videos from your library, they’re placed in the Recently Deleted album, where they remain for the number of days shown, and then are permanently deleted. You can restore items before that period of time. If you have iCloud Photos turned on, you can restore photos and videos from iCloud for 30 days before they’re removed from iCloud, your Mac, and other Apple devices that use iCloud."

One possibility is that it sometimes takes days for all this information to get shared among all the devices. So far, it's always worked for me. You haven't said how long you waited, but have you checked at the bottom of the Library in iCloud.com to see if anything is changing? Get back to us if nothing happens for days.
It had already been a few days with nothing happening and then new photos weren't going into iPhoto on my MacBook either. After trying logging out of iCloud, restarting the computer, and installing any updates with zero syncing or uploading. I finally found an article that walked me through deleting my sync index. That was a double edged sword. It forced iPhoto on my MacBook to sync with the iCloud but unfortunately it also reloaded the 400+ videos I had either deleted or trimmed. At least now everything is talking with each other again and I'm going to restart the process of shifting through videos but I will do a few at a time to make sure iCloud is keeping up.
As I mentioned in my original question, I had deleted the videos and cleared them from recently deleted on my MacBook iPhoto. They were still showing in my photos on my iPhone and if I logged into iCloud, even after waiting days to see if it just needed time to update.
