After flashing my phone,I can't activate it

Why can't I activate my phone after flashing it I turned on wifi and put sim card in the phone but it still can't activate.. please I need help

I also see this is for an iPhone 7, if the above steps do not help this can be a sign of iPhone 7 Repair Program for "No Service" Issues - Apple Support
