If you are referring to the native Apple Weather app, then open the app and in the bottom right corner, tap on the 3 dots and lines. That will bring up the list of the cities you have selected. In the upper right corner of the screen, tap on the circle with the 3 dots and that brings up the settings list. You can change between fahrenheit and celsius.
