How do I get the new phone I recovered activated with the “locked to owner activation Lock?

I am losing my mind...APPLE STORE says I was never meant to FIND MY PHONE and Apple Tech says APPLE is not locking the iPhone 12 Pro max, THAT AIG has the "locked to owner"....I want to activate the $1811.40 iPhone 12 Pro Max 512gB phone I bought NEW, not the replacement "REMANUFACTURED" AIG phone
