Apple Configurator issues enrolling device

After preparing my iPad with configurator, it goes through the process and then hits this point where the screen says "Remote Management"

"The configuration for your iPad could not be downloaded from (our company), inc.,

The Request Timed Out"

I have tried a multitude of things. What am I doing wrong?

Thank you for the response. I've added more detail to see if we can pinpoint the issue. Here are all the steps I've taken in Apple Configurator.

 -Created Blueprint in Apple Configurator

-Created WiFi Profile and applied it to the Blueprint

-Applied the Blueprint to the tablet while connected via USB

-The ipad restarts, requests that user selects the language

-It also requests that the SSID is selected and password entered. This is strange. I'm under the impression it would have that information from the blueprint.

-On the next page after connecting to the local WiFi it shows the message "Remote Management: Enrolling in remote management will allow this iPad to be managed by: XYZ Remote management includes the ability to restrict functionality, install apps, manage the backup of data, and monitor internet traffic and some devices settings."

-There is a next button ont he upper right corner of this page, select the "Next" button will start a loading wheel at that spot.

-After some time the connection failes with the message "Remote Management: The configuration for your iPad could not be downloaded from XYZ... The request timed out."

I'm using Intune as my MDM . Do I need to setup enrollment program token first before I can add devices into Apple Bussiness Manager? Currently, I have just the Apple Push Notification Service configured.
