My location service and the 'Find My iPhone' is off on my iPhone. However I cannot create a support repair case because it's saying it's still on. What is going on and how do I proceed?

If it shows up as offline in https://icloud.com/find then Find my is NOT turned off... You need to remove the device from the list in find my.

Also verified it's off by going on iCloud, which shows the phone is offline.
