Why is there a no easy way to report an offensive app on the App Store

Why can I not easily report an offensive app on the App Store? As I write this, an ex-president owns an app upon which he is advocating for the overthrow of our government. Is Apple going to abide by this? Is Apple going to give comfort to this?

Why am I not able to even report it?
