How to set a Numbers Cell to All Caps?

Hi, I'm using Numbers 12.2.1 on macOS 12.6.1

If I select the text within a cell, I am able to use the Format>Style>More Text Options gear to apply "All Caps" to my text.

But if select the cell itself the option is greyed out.

This should be possible, because Apple's support page says "To change all of the text in a text box or table cell, select the text box or table cell.

How can I do this?

Thank you.

Format > Font > Capitalization > All Caps may also do what you want. The value will be displayed in all caps. The actual value, however, remains unchanged. The way to change the value is through using the function Ian demonstrates.
