I bought a MacBook Air that is "Activation Locked" from someone on Mercari.
How to I proceed to get past the lock and set the device up as my own?

That means that the seller did not prepare it properly for sale. You can ask them to do it or simply return it for a refund. The machine cannot be used as is and only the original owner can remove the activation lock.
