I purchased an Apple Watch second hand. It is still linked to their account. I don’t have the owners information to contact them to in link it. What can I do?

There’s nothing you can do. If it has the previous owners Apple ID. In it, you can’t bypass this The previous owner must remove Activation Lock from the watch and the watch has to be erased. They must unpair the watch and remove Activation Lock by entering their Apple ID password, so you can use the watch.
