Safari Save Dialog Is BROKEN

Ever since a recent update to Safari (not sure which one, there have been too many) the dialog window for Save As and Export as PDF is non-functional. Cannot navigate anywhere, everything is disabled on the dialog, the Save button is dimmed, and even the Cancel button doesn't work - the only way of closing the dialog is pressing the esc key. This used to work without issue (before somebody with too much time on their hands decided to "fix" something that wasn't broken). Restarting Safari sometimes fixes it, sometimes does not (either way you've lost all the loaded data on all the open webpages). Restarting the MacBook (either in Safe mode or normally) sometimes fixes it, sometimes does not (either way, now you've lost much more than just loaded webpage data - all open documents are now closed). Ventura 13.1 (more than half the problem right there), Safari 16.2 (the rest of the problem) running on a M1 MacBook Pro (and it's become very difficult to say "pro" these days without sounding sarcastic). This inconsistent/unreliable Safari glitch NEEDS TO GET FIXED!!!

From your profile, it appears you're running macOS 10.13. The latest Safari version for your macOS is 13.1.2, whereas the most recent Safari version is 16.2 (with Big Sur and later). I'm not able to reproduce the issue running a more recent version.

As for your issue, try launching Safari while holding the Shift key. If that fails, try a boot in Safe Mode by holding the Shift key on startup.

I am running Ventura 13.1 (22C65) and Safari 16.2 on a Mac Studio Max M1 and ‘Export as PDF’ works fine. The Save button is not dimmed and it works every time. Why is it that people assume that a problem they have is experienced by everyone?

Please try what was recommended by user _Bubba_ and report back.

Safe Mode and Safari with shift key doesn't fix it. I have a screen recording of the issue that an Apple senior support engineer watched while doing so and it's attached to the ticket. I never said "everyone" is having the problem, but also it is not just me since there are reports of this by other people on the forum and on Google.
