I cancelled all subscriptions and still can’t remove payment method

The subscriptions also have to fully run their terms unless you contact Apple and tell them you want them ended now.

You also have to not be a Family Sharing Organizer.

- Ongoing subscriptions and Family Sharing organizers must always have a payment method present.
