If An Attachment won't Open:

A. Start with a Restart:

Save what need be, then restart your iPhone: Restart your iPhone - Apple Support

B. Close All Apps:

Something is likely taking place in the back ground. So, to make this work, force quit all of your apps: Close an App On your iPhone or iPod touch - Apple Support
