Notes + Mail search not working at all

For some reason I cannot search for any keywords on my mac – neither in notes, nor the mail application.. But searching for keywords in notes / mail on iPhone isn't a problem at all.

Restarting the Mac (even in safe mode), Checking and Unchecking the notes app on iCloud didn't help. There the next problem occurs: if I open system preferences, and try to open up my Apple-ID settings (marked with my name) the whole settings window gets extremely laggy and kind of freezes up. All the other settings work perfectly well, but as soon as I click on my name and try to change some iCloud settings the system is not responding.

It seems so weird, because those are super basic tasks...
