iTunes has been installed in the newest version?

You are using the original Apple USB cable and tried different USB ports on your PC?

Does the phone charge if you connect it to the PC?

To rule out a hardware issue, you should try to use an original Apple USB cable. Not all 3rd party products support the iPhone correctly.
