i purchased a broken iphone from usa that is locked to department of education in mdm mode. who do i contact to remove it as i repaired the phone and only saw it afterwards? it's an iphone 8 and im in another country (south africa)

The original owner is the only one who is able to unlock that iPhone. Unless you can find the right person who can unlock that iPhone, you will not be able to use it. The best thing would be to try to return that phone for a refund from whomever sold it to you.
As I mentioned I repaired the phone so it was broken. Also us has a theft database unlike other countries and it wasn't and still isn't listed on there. I know that doesn't mean it's not stolen. It also doesn't mean it is stolen. Just has MDM. You can wipe an MDM phone 7 times and it will stay on mdm
Contact the USA Department of Education. Only the organization that
initiated the MDM can remove it. MDM mode is a form of lock.
Nowhere in my question do I mention icoud lock. The phone isn't locked. It's in MDM mode.
Sorry I misunderstood your question. But you did say it was “locked to the Department of Education in MDM mode.”
Thanks I'll wait for someone to give me their details as I contacted the form in their site about a year ago and still no reply.
Unfortunately, your device is likely stolen. US governments will not wipe or remove devices without physically having them in hand to verify everything is removed.
