I am trying to burn a 4gb movie file from FCPX on a single layer 25GB blank blu ray disc. I receive a message wrong media:insert a double layer disc.

Try selecting Single Layer.
Sounds as though you may have Double Layer selected.
The following is from FCP User Guide.

Thank you, I did try switching from automatic to single with no success.
I am not sure how to "make a blu ray image".
In the Share settings set the output device to Hard Drive.
