Sync music

I am unable to sync music from my iPad Air to my iPhone XR. I have opened setting-Music and do not find the “sync music” option. Please help.

The function you are referring to is only available if you have an active subscription to Apple Music. See Use Sync Library to access your music library across your devices - Apple Support.
