Why does my Apple Store keep trying to charge me I am not subscribed to anything

I want to know why I Can’t download previous apps due to payment issues?? I have no subscriptions and I am honesty starting to get annoyed..

Regardless of the reason, if Apple thinks you owe money on a past purchase, you will have to pay for it before you can download anything. Read the links below about various ways to pay for items in the iTunes and App Stores.
