What happens when you try to make a call?

Some things to check, make sure your phone is up to date Update your iPhone or iPad - Apple Support

Make sure you also have a strong cellular connection. If, at any point, you seen no signal or searching for service then follow If you see No Service, Searching, or SOS on your iPhone or iPad - Apple Support
