Problems with IPad 7th generation after update to IOS 16.3.1.

Is there a way to restore to a previous IOS? My IPad 7th generation hasn’t been right since the update. Chronic issues are inability to hold a stable wi-fi connection, rapid battery drain, very slow battery charge and crashing. I have done a forced restart and verified that my internet connection (router, etc.) are good. I held off on updating for quite a while because I was afraid an update would mess up my device. Help?
