magsafe not charging iphone using laptop usb c

i bought a magsafe charger a few days ago. it will not charge my iphone using the usb c port in my laptop. ive been trying every fix i could find online for the past 3 days nothing works. what it does is when you plug the magsafe into the usb c on my laptop and attach my iphone the green charging circle will appear on my iphone screen and when it disappears i can see the charging lightning symbol on my iphone but it will disappear after one second and the phone never charges even though everything is connected.
