Need to back permanently deleted videos from a year ago

Howdy! There is no user accessible way to recover permanently deleted photos, videos, files, or other such data. There are some technologies used by Apple, the government, and other such entities to recover data, but that's usually used in criminal investigations and things like that, and often only with limited success.

If you have any backups of your iPhone from the time period, the videos you're after could be contained within, otherwise I believe there is no way to recover them, unfortunately.
