To recover from an Apple ID / iCloud Account that has become disabled for whatever reason, read the following: If your Apple ID is locked or disabled - Apple Support.
Also, please be aware of the following: If you see an 'Unable to sign you in to your Apple ID' message - Apple Support. Essentially it means it's best to wait 24 hours before attempting anything again. It's all "for. your protection" of course.
