Reset or restore your Apple TV to its factory settings - Apple Support

If you have the Apple TV box (4th generation or later) already connected to the same home network, then you should be able to use the software remote on iPhone to operate the Apple TV box, including going to Settings﹥System﹥Reset﹥. Set up the Apple TV Remote on your iPhone or iPad - Apple Support

If you want to do a factory reset because of a startup failure (e.g. flashing status light), then no remote will be helpful, and an external restore might be needed. For the 4K models, you would need assistance from Apple for that. Restore your Apple TV - Apple Support

If you do a factory reset, then the device will be without network settings configured, and the software remote would not be useable yet. You would then still need a physical Apple remote, even if only temporarily for the initial setup. You can buy a replacement remote.

Replacement remotes will have to be paired to the box first.
