how to try to complete set up for iphone13 but it keeps asking for the pass code for iphone8 which didn't have one

Make sure your iPhone 8 has a complete and current backup.
If you access your iPhone 8, is there no passcode set there? If not, set one, and try the migration again.
Alternatively, use a Mac or PC to back up and restore the contents, or use an iCloud backup to transfer.
