Safari spinning ball

My MacBook Air 2019 (Dual Core Intel i5) running Ventura 13.2.1. At first the problem with Safari was a massive number of windows seem to be open. Now Safari will not open at all and I get the spinning Beachball of doom. Firefox runs without problems.

Of course, I can’t uninstall Safari because it’s part of OS. MacOS is up-to-date.

Ran diagnostics: “No problem found.”

Any ideas on how to fix Safari?

Try this: Press and hold a Shift key while launching Safari from Applications or the Dock.

That action opens Safari with no previously opened windows or tabs.

Release the Shift key when Safari opens, hopefully without the spinning ball this time.
