If you truly have an iPhone 6S, you should be able to update it to iOS 15.7.3. Start here:

This is not correct. An iPhone 6S can update from iOS14 to iOS15.7.3

This is not correct. An iPhone 6S can update from iOS14 to iOS15.7.3, one of the 'newer' iOS realeases, but not iOS16.3.1.
