Change the Region to Change the payment method

Hi, I lived in Australia and bought my apple 13 pro max from there. I came back to my country in 2021 December and still i can’t change my region. I can’t download apps or do anything without changing my region because there is a one arrears from my payment method. i can’t delete it and add new payment method because the country is different. i can’t do promotions on fb as there is a payment due. I tried to create new paypal and add it but it says i can’t add that as the country is different.

This is a big headache for me. no one was able to help me. what should i do?
