If none of the steps help in If you can't connect a Bluetooth accessory to your iPhone or iPad - Apple Support

I do advice contacting apple support via apple support app on device or Calling 1-800-MY-APPLE.

A Genius Bar appointment could help as well a diagnostic could better help determine the issue.

Also , If Personal Hotspot is not working on your iPhone or iPad (Wi-Fi + Cellular) - Apple Support
