I have to use my MacBook Pro a lot in areas without WiFi access. I disabled " Optimise Mac Storage " and have all my working files from iCloud on my MacBook Pro.
Now I bought an iPad Pro 11 inch 3rd Generation with 2TB storage and want to do the same with this iPad Pro ( iPadOS 16.3.1 ).
How can I do it please ?
Is it even possible ?

Thanks for this. I have tried that.
How do I see the downloaded files ? Where is the " default downloads location " ?
When I am in "Files" >> "Location" >> "On My iPad " I get the message " On My iPad is empty".
As on your MacBook Pro, you can also download the files stored in iCloud Drive onto your iPad Pro, to be able to use them offline:
