I cancelled apple tv in Feb but it is on my credit card statement that $6.99 was paid. I would like a refund because I cancelled this.

If you canceled less than 24 hours before it was set to renew, Apple advices it may still renew and charge you.

If it was correctly canceled, then you will need to contact Apple Support directly to request a refund. click here ➜ Contact Apple Support

If it was not, cancel it first as explained in the support document you posted from. Make sure it no longer has an option to cancel, and the Renewal date is now an "Expires" date.
