Seems you've been scammed, though a full-assumption on my part. This is the site the seller should hav used prior to selling it to you(including the iCloud logout): What to do Before you Sell, Give Away, or Trade In your iPhone or iPad - Apple Support. The seller should have known better.

Return it and get your money back, can't remove the icloud activation lock without the previous owners information.
