Ever since I upgraded to Ventura 13.2.1, about once every 10 days or so, when I power up, the Mac MINI T1 does not recognize the Apple A1657 Mouse. If I power down using the keyboard and power back up, it will then recognize the mouse and the mouse will work great for another 10 days or so, then it happens again.

The current stable release of Ventura including bug fixes, security updates is macOS Ventura 13.3 I would start there

It failed again after the update, the mouse was not recognized upon startup, but I think that the problem is in the bluetooth re-pairing of the mouse and the Mac MiniT1, because I brought the mouse to sit on top of the Mini and it was recognized right away. The mouse battery is well charged I checked that all along. It is either something with the bluetooth circuitry on either device or something else interfering. So I am going to disconnect the other add-on devices, like a DVD reader/writer which is always off anyway, additional HD's and additional USB connector extension.
Hi, it failed again after I had disconnected the additional HD/USB/DVD device. I waited and brought the mouse closer but it did not make a difference. I tried to report this to Apple but it had me going from question to question and eventually I couldn't get through. Is there an easier way to contact Apple Support and report this issue?
I unfortunately just upgraded my Mac OS to Ventura today and am having the same problem. My iMac is a 3.4 GHz Quad Core Intel Core i5 with 16GB 2400 MHz DDR4, Running Ventura 13.3.1.
How can I get my Apple Wireless mouse A1657 to work on it? I have temporarily plugged in my Logitech mouse (that I use on my MBA)

With you having the same problem and being that my Mini is an Apple M1 Chip with 8-Core CPU and 8-Core GPU and yours is an Intel based system, and we are having the same problem that started with the upgrade to Ventura 13.3.1, may further prove that the problem could be with the MacOS.
I have been on the online Apple Support Chat and they, being very nice and properly professional, had me deleting "plist" files, doing a macOS Recovery using Disk Utility to do a "First Aid" to check for disk errors, also to reload the macOS, then they asked me to bring the Mac Mini and the Mouse to Orlando, Florida (a 170 mile round trip venture) to be checked and no errors or problems were found, so they suggested that I reset other parts of the OS every time that it fails again. That is too much to do.
Oh I'm 100% sure it's Ventura that's the problem. Mouse has always worked perfectly until now. It began today as soon as I finished updating my mac. Sure wish I hadn't. Now I have had to buy another mouse. This sucks. Wish I could remove Ventura, but I don't want to screw more things up by trying to do that and not doing it properly. Thanks Apple 😔
You might want to go to Apple Support on line, find the CHAT or call on them on the phone, you might also want to reference my case which is number 101976917634. This way if they start getting calls on the same problem maybe they can come up with a fix on their side.
Ventura 13.4 seems to have done the job, mouse is now recognized by bluetooth. 13.3.1 didn't help at all, and 5 sessions with Apple Support didn't help, they kept concentrating on the Mouse itself, even sent me a replacement one which didn't work either.

They even had me drive 1 1/2 hours to the nearest Apple Store and bring the MINI which they checked and found no problems with.
