IPhone unavailable

I understand the cause of this situation, so my question is why the countdown stopped after 59 minutes when 4 hours has passed since I turned on the device.

No one in this user-to-user forum can answer a question that begins with “why”. If it doesn’t let you enter a passcode you will have to restore your phone.

What countdown are you referring to? Please provide more details.

The phone was plugged into a USB outlet on a cruise ship I Jaoan. It was in airplane mode and not connected to wifi. We traveled by bus to the Tokyo airport and when I took the phone out, the unavailable message was there with the try again in 8 hours. Perhaps someone tried to use the phone-- the cabin attendant? Anyway, I am still traveling and cannot use the phone. I was hoping to resolve the problem today.

The screen says iPhone unavailable try again in 7 hours and one minute. The time started at 8 hours four hours ago. I know the password and this is likely a brute force attack.

The Erase iPhone option. Is not visible on the lock screen. I know the passcode. This situation is likely a brute force attack.

What do you mean by a brute force attack? It is impossible for anyone to unlock an iPhone who does not have physical possession of it.
